Special Needs Housing

Allied Argenta Housing for Adults with Developmental Disabilities and its Partners want to develop a caring community for adults with complex language, learning and cognitive disabilities. These communities will provide residents with quality, safe, affordable housing and an environment where residents may thrive and further develop their social and independent living skills. We feel that in order to provide such housing we need to partner with other agencies willing to assist Allied in developing a safe and active living environment for our residents.


Our goal is to leverage our industry expertise and passion with the need for safe, quality, affordable housing options for adults with developmental disabilities.


Allied’s Role:
  • Structure financing for Allied and partner projects

  • Provide quality ground-up and rehabilitation construction services

  • Facilitate the solutions by promoting greater discussion between all stakeholders through seminars and virtual communities

 

Potential Housing Model Options through research and recommendations by key stakeholders Allied has identified several viable housing models that could be effectively utilized.


Multifamily Set Aside: As affordable housing developers specializing in acquisition/rehabilitation opportunities our goal is to set aside units within some of our existing and future multifamily projects. Our commitment is to work with the local regional centers to address the needs of families and- individuals by setting aside some of our units for adults with developmental disabilities.


Mixed Use: Job opportunities and access to transportation are critical elements to create an independent living environment for adults with developmental disabilities. The opportunity of developing mixed-use projects with commercial on the bottom floors and affordable housing on the top floors can provide those two critical service opportunities as well as tap into the limited access there is to land in urban communities. One of the other opportunities, in some instances, is to use New Market Tax Credits as well as Low Income Housing Tax Credits to finance these projects.


Mixed Population (w/Seniors): Through our research we found that Seniors have very similar needs to adults with developmental disabilities. After conversations with key stakeholders Allied found that a supportive housing model with multiple studio, 1 and 2 bedroom units would provide a safe, independent living environment for Seniors over the age of 55 as well as adults with developmental disabilities.


Supportive Living for Adults with Developmental Disabilities: Allied’s original vision was to focus on developing a supportive housing model for adults with developmental disabilities. Through discussions with regional centers and various stakeholders we found that this is not be the only model that works for the target population; however, many stakeholders feel that it is one that provides a supportive community for these individuals who often struggle to make friends.


Some Important Characteristics of the Housing Models

 

  • Provide quality housing in a communal environment for those within the 60% Area Median Income (AMI) and below (most residents will be within the 30% range due to limited SSI and/or part-time/full-time employment at a minimum wage as their sole source of income).

  • Explore LIHTC to finance development of housing, leveraged with grants, soft funds, private financing, as well as donated land when possible.

  • Work with the community to provide amenities encouraging social activities and space for service delivery

  • Direct communication with local regional centers; coordinate service with them and service providers.
